SAFE-CONDUCT PROGRAM
FOR THE PROTECTION OF VOLUNTEERS IN INTERNATIONAL COOPERATION
The General Secretariat of CISRI Intergovernmental Organization instituted by Treaty registered at N. 37542 of the United Nations Treaty Series, according to Article 102 of the United Nations Charter, responding to the United Nations General Assembly Resolutions N A/60/L.36; A/60/L.37; A/60/L.56. (enhancement of security of humanitarian personnel has established a Program for the official support of NGOs, Associations and Institutions with the aim to increase the security and the safety of their respective officers and volunteers, by the issuance of an Official SAFE-CONDUCT.
The Safe Conduct consists in a passport-like booklet (22 pages with red cover, embossed in gold) with protective effect, to be used in support of national passport to provide enhanced safety and security for official service missions.
The Safe-Conduct Program is a new concept of official support, intended for the functional use of NGOs/ Associations needing a more protection in favour of their officers and volunteers and it is an Official program of the CISRI Organization, established, 20/11/2007, CISRI General Council verbatim Resolution N. GC/7/2007, in order to respond to said need of increasing safety and security on the field.
Too many officers and volunteers, in fact, risk their own safety in difficult situations without an effective Institutional Protection, often left to the mercy of belligerents, especially in New Developing Countries.
Especially volunteers are often in danger and every years envoys, delegates and field staff of many NGOs and Associations risk their safety in crisis scenarios, like wars, riots, conflicts , natural or man made-disasters, especially in New Developing Countries.
The Safe Conduct has a protective effect, to support the benevolent activity of people at the service of their respective institutions.
This authoritative protection derives from the fact that the CISRI, possessing international status, can extend part of its prerogatives to the institution which participate to the Safe-Conduct Program, in force of its international juridical status.
The SAFE-CONDUCT is a passport-like 12.5x 8 cm document consisting of 22 Pages plus cover (red and embossed in with the CISRI logo in gold), written in 3 main languages (English, French and Spanish) and with service notes in 8 Languages: Arabic, Chinese, English, French, Hindu, Portuguese, Russian, Spanish

Non Governmental Organizations (NGOs)
Academia and research Institutions
Civil Society Organizations (CSOs)
Humanitarian Associations
Foundations and Charities abroad
Volunteer Organizations
In addition to that, each Association working in the field of emergencies, international cooperation, mutual support, social welfare, health, culture, voluntary assistance, including trade unions and circles have the right to apply.
This is to cover the highest spectrum possible of benefited associations on a non-discriminatory basis
